Direct Consulting Practice

Executive advisory for public institutions.

Ramos Advisory is the direct consulting practice of Cintya Ramos: nearly twenty years of municipal executive leadership, available for interim, fractional, and project engagements.

How I Help

What public institutions
come to me for.

01
Step in as interim executive.
Operations, finance, or COO leadership during a vacancy, a transition, or a stretched-thin stretch.
02
Make a new or stretched executive effective.
Senior right-hand support to a city manager, interim leader, or executive team: turning priorities into an operating cadence, preparing decisions and briefings, driving follow-through, and running the cross-cutting projects that fall between portfolios.
03
Get the budget under control.
Budget development, long-range forecasting, and capital planning leadership can actually use, even in a hard revenue year.
04
Close out federal grants cleanly.
Program management, compliance, and deadline closeout without audit findings. Includes ARPA: $32.4M across 32 projects and 36 subrecipients, closed clean.
05
Respond to an audit and fix the controls.
Audit remediation, internal controls, and compliance frameworks that restore institutional trust.
06
Get a system implementation back on track.
ERP and EPM go-lives, post-go-live stabilization, and process modernization.
07
Turn a strategic plan into something that executes.
Strategic planning, performance management, and decision support that drives follow-through.
08
Rebuild after turnover.
Workforce recovery, restructuring, and operating capacity after disruption.
09
Communicate hard decisions.
Stakeholder and public communications around budgets, tough calls, and high-stakes public moments.

About the Principal

Who you work with.

I have spent nearly twenty years leading at the senior level in municipal government, across Chief of Staff, finance director, and budget director roles in four cities. The work is the decision log, the pre-brief, the agenda, and the action tracker: the scaffolding that turns strategy into something that happens.

Along the way I have managed operating budgets up to $605M, governed a $1.7B capital program, stood up federal grant governance that reported zero findings, led audit responses, and sat on the team that stabilized a major ERP. The forms change. The constant is the same: the executive office needs something to land cleanly, and I am the person who makes sure it does.

My academic foundation is Wharton, a Villanova MBA, and the Bloomberg Harvard City Leadership Initiative. The credentials matter, but they are not what makes people trust me. What does is how I show up: steady, accountable, and reliable on the work that has to get done.

Ramos Advisory, LLC is a Florida firm, and engagements are principal-led. When you hire the firm, you work with me directly. There is no junior team to hand your work to.

How I Work

Three principles behind
how I operate.

01
I build execution infrastructure.

Cadence, governance, decision paths, accountability, and follow-through. Strong institutions do not run on intention alone. They run on operating discipline.

02
I translate complexity for decision-makers.

Finance, operations, policy, and risk often break down at the executive level because they are not framed clearly enough. My role is to turn complexity into usable judgment.

03
I strengthen the institution, not just the moment.

The goal is not a temporary fix. It is stronger systems, cleaner governance, better management habits, and more reliable execution after the immediate issue has passed.
